14. 호주 NSW 공립학교 학비 및 학비면제 신청#4 (최종)

학비 면제 신청한지 5개월 만에 드디어 학비 면제가 승인되었다는 메일을 받았다. 일단 서류를 준비하고 제출하는 과정이 헛되지 않았다는 것에 다행이다 싶었고, 아이둘의 1년 학비가 우리나라돈으로 1,000만원 가량이기 때문에 금전적으로도 크다.

그런데~ 문제는 첨부파일의 학비 면제 서류를 읽어보면, 학비 면제기간이 24/07/2023~09/02/2024로 이미 Term 1과 2에 낸 학비는 해당사항이 없다는 점이다.

상식적으로 저소득으로 학비 면제를 시켜줄 꺼면 신청서류를 제출하고 승인이 나는 기간 동안도 면제가 되어야할 건데.. 이후 2학기만 학비 면제가 된다니 납득이 되지 않는다. 2학기 학비만 해도 아이 둘이라 합하면 500만원 정도의 돈이긴 하지만 그래도 뭔가 반만 받은 것 같아 찝찝하다.

그래서 또 보내온 이메일에 답메일로 이거에 대해서 물어보고 추가로 2학기 교육비 영수증이 없길래 이것도 영수증을 요청했다. 

1. Retroactive application.
In the previous email, the exemption period is from 24/07/2023 to 09/02/2024.
We already paid the education fee of my two sons for the 1st and 2nd terms of 2023.
Cannot the education fee exemption be retroactive to the 1st and 2nd terms of 2023?
If possible, please let me know how I apply.

2. Receipts for the education fee for the 2nd term 
I paid the education fee for the 2nd term on 12 Apr 2023 using BPAY, as the attached screenshot file.
( Application no./ Invoice no.: 279202/9975921, 279204/9975939)
However, I did not receive the receipts for the payment.
So, please give me the corresponding receipts.

당일 오후에 다음과 같이 답장을 받았다. 이 말인 즉 내가 1학기 교육비를 납부하고 영수증을 요청할 때, 내가 한국돌아가서 학교에 제출해야될 수도 있어서 영수증을 요청한다고 했는데, 담당자는 1학기~2학기 영수증으로 내가 학교에서 아이들 학비를 배상(보상) 받을 수 있다고 생각하는 모양이었다. 학비 면제가 안되면 연말정산 때 아이들 교육비로 소득공제 받으려는 용도인데 학교에서 학비 전체를 준다고 혼자만의 착각을 하고 Term 3과 Term 4 학비만 면제시켜준 듯하다.

담당자가 그 전 이메일만 보고 혼자서 소설을 쓰고 있었구나 싶어서 또 메일을 보냈다. 아이들 교육비에 대한 세금혜택 때문에 영수증을 요청한 것이지 학비를 보전받기 위한 것은 아니라고 1, 2학기 교육비도 환불해달라고 ~

The receipt is not for reimbursement by my university. In the case of Korea, there are some tax benefits for children's education expenses, so I will submit a receipt to my university for a tax benefit, not for reimbursement. To my best knowledge, there is no policy in Korea that pays back for the educational expenses of children abroad. 
Please let me know if there is a way to get a refund for the first and second-term education fees.

보내자 마자 거의 바로 1, 2학기 환불 받으면 영수증은 무효이니깐 사용할 수 없다고 알려주고, 환불 받을 건지 말 건지 알려달라고 답장이 왔다.  소득공제로 받는 금액이 기껏해야 1~20만원일 껀데 당연히 환불 받겠다고 냉큼 답메일을 보냈다.

Please be advised that if the fees paid are refunded to you, the receipts would become invalid. To then claim a tax benefit on them could be fraudulent, as the monies are refunded and therefore not an accurate representation of monies paid.
 
Please advise if you wish to proceed with the refund of fees or not.

다음날 오전에 환불 양식을 이메일을 보내주어서 작성했다. 적을 것도 별로 없었다. 'What is the reason for the refund" 항목에는 'Other'로 해서 'Fee Exemption based on low income'이라 기입하고 나머지 아이들과 어른 정보를 넣고 이메일로 보냈다. 다음날 드디어 1, 2학기 교육비 까지 환불 될 꺼라는 메일까지 최종적으로 받게 되었다.

반신반의하며 학비 면제 신청을 했지만 최종적으로 완전히 학비 면제를 받게 되어 기념으로 이 날은 저녁 외식을 가졌다. 쉽지는 않지만 안되도 본전이라는 생각으로 가능하다면 학비 면제 신청을 꼭 해보시길~
